Understanding a dedicated development team
What is a dedicated development team?
A dedicated development team is a group of engineers who work exclusively on your project and are fully integrated with your in-house team, processes, and tools. They report directly to you, follow your roadmap, and operate as an extension of your internal tech team - not as an external vendor.
Key characteristics of a dedicated development team
A dedicated development team is defined not only by the roles involved, but also by how the team works with the client. Here are some characteristics of a dedicated development team:
-
Exclusively assigned to your project: No shared resources, allowing the team to stay focused on your product and priorities.
-
Long-term engagement: Built for ongoing collaboration, typically starting from 6 months and often extending to 12+ months.
-
Direct communication: Work directly with your team through your preferred tools, such as Slack, Jira, GitHub, or Microsoft Teams.
-
Scalable team structure: Add, remove, or adjust team members and roles as your project requirements evolve.
-
Full visibility into delivery: Stay informed through daily standups, sprint reviews, progress tracking, and regular performance updates.
-
Your code, your IP: Source code and project assets remain under your ownership and can be pushed directly to your repository on a regular basis.
Why Singapore-based businesses go for a dedicated development team
Singapore businesses can build a dedicated development team through different delivery models, including onshore, nearshore, and offshore. While onshore teams offer close geographical proximity, and nearshore teams provide some degree of time-zone and cultural alignment, offshore development is often a more cost-effective option for businesses looking to scale their engineering capacity.
Hiring an offshore software development team offers multiple benefits for companies in Singapore, including lower development costs, a broader talent pool, faster team scaling, and specialized skills such as AI, Cloud, and DevOps.
Dedicated Development team vs. In-house vs. Project-based outsourcing
What are the differences between outsourcing models
Statista reported that the IT outsourcing market in Southeast Asia is expected to continue growing strongly in the coming years, with Singapore remaining the key technology hub, driven by the strong infrastructure and skilled workforce. Instead of building an in-house team, companies choose to outsource software development to vendors to focus on core business activities. There are three common outsourcing models, including staff augmentation, dedicated development team, and project-based outsourcing. Check our article for more insights into outsourcing models and their differences.
When a dedicated development team is the right model
When is an in-house team enough, when should you hire a dedicated team to work exclusively on your project, and when is it more practical to outsource the entire project is a real challenge for many businesses. The right choice ultimately depends on your project requirements and long-term business goals.
Here are some common cases when a dedicated development team works for you:
-
You need 3+ engineers working on a project for 6+ months
-
You're scaling beyond your local hiring capacity or budget
-
You need flexibility to scale team size up or down quickly
-
You want team continuity and accumulated project knowledge
Team composition and roles
The structure of a dedicated development team depends on your project requirements, technical complexity, and business goals. Typical roles include Project Managers, Business Analysts, Tech Leads, Software Developers, UI/UX Designers, QA Engineers, and DevOps Engineers. Each role should have clearly defined responsibilities to avoid overlaps, improve collaboration, and ensure accountability throughout the development process. The team composition can also be adjusted as your project evolves.
How much does it cost to build a dedicated development team?
There is no fixed cost for hiring a dedicated development team, as the total cost depends on the project complexity, team size and composition, hiring locations, technology stack, and pricing model.
For example, hiring an offshore dedicated development team in Vietnam can be more cost-effective than building a tech team in Singapore thanks to lower salary costs and reduced recruitment and employee-related expenses. In Vietnam, the average hourly rate for junior to mid-level developers is around US$25–49, compared with approximately US$40–60 in Singapore. Beyond that, Vietnam offers a large and growing pool of software talent, while its proximity to Singapore and one-hour time-zone difference make real-time collaboration and communication easier.
Hiring and scaling offshore developers: What to know
How to hire a right dedicated development team
Hiring the right offshore dedicated development team starts with choosing the right location based on factors such as talent availability, development costs, time-zone overlap, and technical expertise. Once you have shortlisted potential locations, evaluate vendors based on technical capabilities, relevant experience, team quality, communication, security and compliance, pricing transparency, and scalability. You can then approach selected vendors to discuss your requirements, assess their proposed teams, and select the partner that best fits your project.
Choosing the right vendor requires clear evaluation criteria rather than relying on cost alone. For a more detailed vendor evaluation framework, see our guide on How to choose a Software Outsourcing Partner: An Evaluation Checklist.
Tips for managing a dedicated development team
Managing an offshore dedicated development team can be challenging due to geographical distance, time-zone differences, cultural differences, and different working styles. To keep the team aligned and productive, businesses should establish a clear communication framework (communication channels, meeting routines, and response times); set processes and accountability ( defined roles, responsibilities, and workflows), define metrics to track performance.
Using tools Singapore-based team already works with such as Jira, Slack, Microsoft Teams, and GitHub can further support communication, task management, documentation, and development.
Scaling a dedicated development team
Scaling a dedicated development team should be driven by project demand, not simply headcount targets. In Singapore, the tech workforce reached 214,000 in 2024, up 2.7% year on year, with roles related to AI & Data among the fastest growing.
Scale up when your product roadmap expands, development workload increases, or you need additional expertise to meet deadlines. Instead of adding people all at once, scale in stages and add roles based on actual bottlenecks. For example, developers first, followed by QA or DevOps when needed.
Scale down when development demand decreases, a major release is completed, or certain skills are no longer required. Avoid making sudden, large reductions that could disrupt delivery and cause knowledge loss. A gradual approach, such as reducing non-critical roles first or moving some specialists to part-time/shared capacity, can help maintain continuity.
More importantly, choose a vendor that can scale with your business. When scaling up, the vendor should have an available talent pool and a proven onboarding process so new developers can join quickly without a ramp-up period. When scaling down, the vendor should offer flexible engagement terms that allow you to reduce team size without unnecessary disruption or cost.
Hire an offshore dedicated development team in Vietnam
Vietnam has become a new emerging offshore development destination for Singapore businesses, offering access to a broad pool of software talent at competitive costs. The Vietnam IT services market size in 2026 is estimated at USD 2.63 billion, growing from the 2025 value of USD 2.37 billion, with 2031 projections showing USD 4.39 billion. However, working with Vietnamese developers also requires an understanding of local working culture and communication styles. Understanding these differences and setting clear expectations from the start can help build stronger collaboration and improve project outcomes.
Final thoughts
If you want to expand your tech team without taking on the full cost of recruiting and maintaining employees, a dedicated development team works for you. However, finding and managing the right offshore team can be challenging due to differences in time zones, language, work culture, and visibility into progress. While offshore teams offer the flexibility to scale up or down quickly, changes should still be planned carefully to avoid disrupting project delivery and losing valuable product knowledge.

FAQs
1. What level of experience do your dedicated developers have?
We usually offer staff at the Middle level or higher, with a minimum of 3 years of experience. In my experience, most clients will need staff at the Middle level; they are suitable for the client in terms of work efficiency and cost. In case the client needs staff at the Senior level (over 5 or 6 years of experience), we also have them; however, the cost is usually much higher than Middle level staff.
2. How does the project personnel onboarding process work?
The process starts with you sharing your personnel requirements with us. We then identify suitable candidates and send their CVs for your review. After shortlisting, you can interview the candidates to assess their suitability, with a technical test arranged if needed. Once the team is confirmed, we complete the project onboarding and prepare the selected personnel to start.
3. Is there any additional cost for changing the developer in the team?
As we have found a suitable new hire, we will onboard them to the project to learn and receive handover information from the old hire. The handover period usually lasts 1-2 weeks. We do not charge any additional costs during this handover period.
